In a significant development, the United States and Guatemala have issued a joint statement on migration, outlining their collaborative efforts to tackle the pressing issue of irregular migration. Following a constructive conversation between Guatemalan President Alejandro Giammattei and U.S. Vice President Kamala Harris on May 26, 2023, a high-level delegation from the White House and State Department, led by National Security Advisor Dr. Phil Gordon and National Security Council Senior Director for Transborder Katie Tobin, engaged in fruitful discussions with President Giammattei and a delegation consisting of esteemed Guatemalan officials.

The purpose of these meetings was to strengthen the ongoing cooperation between Guatemala and the United States in effectively managing the challenges posed by historic irregular migration, which has significant implications for both nations. As a result of these discussions, the two governments have jointly committed to implementing a series of crucial measures aimed at reducing irregular migration in a humane manner and expanding legal pathways as established under the Los Angeles Declaration on Migration and Protection.

An integral part of this joint effort is the launch of a comprehensive program to address irregular migration. The initial step will involve the six-month pilot phase of "Oficinas de Movilidad Segura" (Safe Mobility Offices). This program aims to facilitate access to legal pathways to the United States and other countries, enable family reunification, and provide opportunities for temporary work visas. Commencing on June 12, 2023, individuals can schedule appointments through the website movilidadsegura.org.

Recognizing the significance of border security, Guatemala and the United States have also pledged to enhance their cooperation in this area. Moreover, they remain committed to addressing the underlying factors driving irregular migration, focusing on the root causes and working towards long-term solutions.
